BELCO Facilities Charge

Jul 5, 2021

Included on BELCO bills is a Graduated Facilitates Charge.

This fee covers the fixed costs associated with equipment and infrastructure that BELCO uses to deliver electricity safely and reliably to customers.

This includes the grid and associated infrastructure such as poles, transformers, substations and above ground and below ground cables which distributes energy around the island as well as the meter installed in your home and the costs associated with maintaining and servicing this infrastructure.

The Facilities Charge is graduated meaning it is based on customers’ average daily kilowatt hour (kWh) consumption over the previous 12-month period, which is reassessed monthly and updated using an annual rolling average.

When a customer moves location, a new account is created.  All new accounts are automatically assigned to the median Graduated Facilities Charge for the first month so that the average daily kilowatt hour (kWh) consumption can be determined for the new location.

The account is then assigned to the appropriate Graduated Facilities Charge in the second month to align with actual average daily kWh consumption recorded during the first month.

The only exception to the Graduated Facilities Charge is for customers who have distributed renewable energy systems such as rooftop solar.  These customers are charged at the median tier monthly.

The Graduated Facilities Charges (Residential) are as follows:

1 0 – 10 kWh

2 10 – 15 kWh $28.57
3 15 – 25 kWh $38.05
4 25 – 50 kWh $59.53
5 50+ kWh $90.48
Median Facilities Charge $39.29
